Following steps are preferred by most of the students to get admission for MS in Germany.
First step is to decide whether you are ready to spend pre-processing money or not. It requires approx. 1 Lakh Indian rupees before you jump into the applications and document verifications. Following points mention the expenditure and steps to process your dream to Germany.
⇒ English Test – For very few universities English test is waived off if your BTech was in English medium, however it is always safe to give IELTS to broaden your applications and increase your chances of admission. IELTS academic test costs approx. 17150 INR which you can give right at the beginning of the process. Generally, preparation will take 16 days and 18th day you can give exam if you have been English medium school and college. Those without IELTS score or lesser than 6 bands in IELTS sometime use MOI (Medium of instruction) certificate of English proficiency by their under-grad colleges.
⇒ APS Certificate – A very important certificate for document verification. APS (academic evaluation center) was introduced in India in Nov 2022. Very less Indian students are aware about APS certificate requirement and hence can’t apply without it. All your previous educational documents (report cards, certificates, and marksheets) are evaluated by German Embassy to verify whether your documents are up to the mark and original to study in Germany. This evaluation costs approx. 18000 INR and takes approx. 30-45 days to finish. You can start the process and in parallel prepare your documents. Most important point related to APS certificate is that you need to have IELTS certificate before you apply for APS certificate. You cant even apply in German universities without this APS certificate.
⇒ Documents – You can gather and prepare documents like: CV, Statement of Purpose, Scientific Essay (or Research Statement), Letter of Recommendation, Transcripts, Results, Certificate of Achievements, Notarization to the documents (if required), IELTS score, GRE or GMAT score if needed. Also ensure your passport is up to date and have valid expiration so that the process does not gets blocked, as you will need 1 year of buffer time before it expires. Some other documents like, Medium of Instruction English document you can get from home university, Curriculum Analysis, Course catalog and Provisional certificate to ensure you don’t miss any document.
⇒ Uni Assist – This is also a key step to get a VPD document that the university accepts that validates the documents for admission. Considering this, there are three ways that universities in Germany accepts admissions: (1) Only via Uni Assist (for example Clausthal University), (2) Only via University Application portal (FAU Erlangen) and (3) Both (Like TUM)

It may be difficult to get fully funded MS programs in Germany especially in TU 9 universities still lot of scholarships are available including DAAD. Public universities offer free education even for international students. Unlike USA where there are two admission seasons ie fall and spring, Germany has no such restriction and every university follows its own deadline schedules.
